Preheat oven to 375 °F.
Sift the flour together with the 1/2 tsp baking soda, 1 tsp salt, and 1/4 tsp cinnamon.
Stir in the quick cooking oats.
Combine the 1 egg, brown sugar, vegetable oil, milk, vanilla extract, and raisins.
Add the wet ingredients to the flour mixture, stirring thoroughly.
Drop by tablespoonful onto an ungreased cookie sheet.
Bake for 15 minute to 18 minute.
Remove to a wire rack to cool.
